Dioltas flag
The monster-folk from the City of Dioltas have stopped many raids be them from lionfolk, or any other who would attempt to raid the merchants who passed near the city, each soldier wearing the flag of their city, on their breast plate. Each time a diplomat from the city would talk to, and if possible bring the merchants to Dioltas. Dioltas 'The city of monsters' where one could purchase the rarest of ingredients, ones only brought back from adventurers on occasion. Soon merchants from the city could be seen traveling the roads as well, carrying their valuable goods to sell in cities such as Alliria.
Just as Dioltas sent merchants out, they also sent out diplomats in all direction, and to every city. Dioltas offered all who would listen peace. They promised that Dioltas would not threaten their power, they only wished to tame what previously was untameable and were turning unused land into a benefit for the empires. Their presence would allow shorter trade routes previously too dangerous to be used to be valid forms of transportation, and that they would provide valuable trade, and services like protection, people are a lot less likely to bother a caravan with an ogre.
In secret though the merchants, and diplomats looked for those who might wish for the empires to meet their doom. Those who have been hurt, and shunned because of who they were. to those they offered acceptance, and a chance to have their revenge.
With that Dioltas became a player in the game of empires, though a minor one, one still thought of as only a piece, and not a player. Still they existed, and at least some would be annoyed if the services they offered were removed, and that was a start.
