There is no more wretched group of souls across Arethil than Cerak At'Thul. Even the wickedness of Molthal pales in comparison to the depravity of Cerak's denizens. No matter how vile your deeds, no matter how great your sins, Cerak will welcome you with open arms (and a dagger in the back). Most vile, cruel, and cunning of them all are the Wardens who govern the town from the black fortress itself. Many have sought to overthrow them and their penny king, Alarak. Their corpses still hang rotting from gibbets adorning the fortress walls.
Hierarchy
Alarak - The ruthless and enigmatic lord of Cerak At'Thul and leader of the Wardens once made himself the nightmare of every sailor in Arethil, but the last several decades he is rarely seen outside the fortress. And even those within the towers seldom see him. Woe betide the fool who crosses his path, for he is not a merciful man. The shores of the Black Bay are dotted with the flayed, staked corpses of those who earn the pirate king's ire.

Ravenna
Once the Quartermaster of Alarak’s ship, Ravenna has remained loyal to the Duke of the Black Towers, while being his on-again off-again lover. Once a high elf, she and her brother have become twisted by dark magics until they resemble pale shades.
Agravayne -
Agravayne
Ravenna’s brother and widely considered the most skilled blademaster on the isles, aside from Alakar himself. Agravayne is lackadaisical, rarely given to worthwhile pursuits outside of training with the blade. Alarak gave him the scar across his eye.

Gwyddion
The Steward of the Black Fortress. Once, he was the clerk aboard Alarak’s dread ship. But their days of reaving on the high seas are long past. He manages his lord’s paranoia while seeing to the upkeep of the fortress’ stores and more importantly their treasury. He also amuses himself with arcane pursuits in darker veins.
Misandra -
Misandra
A dark elf and skilled archer, she is above all else a survivor and has risen through the ranks of Alarak’s crew where others have been murdered, or rot in the dungeons. She is one of Alarak’s formidable Wardens.

Rules
Life in Cerak At'Thul is free.
For a fee.
To disobey a Warden is punishable by a beating.
To strike a Warden is punishable by death.
To kill a Warden is punishable by re-death.
Intent
The Wardens rule the brigands who dwell beneath their fortress with an iron fist, utterly focused on profit and power. They spit in the face of any nation who dares assail them.
Lore
Core Lore: "After lying abandoned for centuries, Cerak At'Thul reached out. Its black clouds and twisted walls sung and enthralled a would-be king. A Dark Elf by the name of Alarak, a broken and ruined thing in his own right, came to the Black Fortress. Once a pirate and slaver, Alarak discovered Cerak At'Thul and answered its call.He occupied the keep along with his crew, using it as a base of operations for their raiding and slave trade.
Over time the Black Fortress grew in notoriety, and slowly more vessels began to flock to the bay. Several crews attempted to wrest control of Cerak At'Thul from Alarak, all of them slaughtered like cattle. Despite his unmatched control, paranoia began to fester in the Dark Elf. He and his crew took up permanent residence in the Fortress, whence they defended their claim on the island.
Eventually Alarak and his crew became a fixture of Cerak At'Thul, and many dubbed them the Wardens of the Black Fortress. They forged a tentative peace with those who came to Black Bay. Cerak At'Thul would protect them, allow them to trade, as long as they received a cut.
This arrangement quietly fell into place, and before long the town of Cerak blossomed from the unholy union."
