The Fractured City

The city of Maethmel is a city of outcasts where those above and those below mix and trade. Drow, dwarves, humans, can be found in the city of Maethmel. The only rule is the rule of profit and the only law is upheld by those with money.

The city of Maethmel maintains a tentative balance of the four guilds - the Golden Suns, the Stone Lions, the Ironclad, and the Crimson Knights - that each control part of the city, two above and two below. They maintain their authority by strength of mercenaries and live in a constant state of competition for territory and influence.


Lost Treasures

Rumor has it that the leader of the Golden Suns - one of the four guilds of Maethmel - has a map containing lost locations of portal stones. Such a treasure would be indescribably valuable to the Onyx Empire.

His safe is said to be completely impregnable. He once offered the finest thieves 20kg of gold if they could find their way inside. None succeeded. Find a way - through cunning or force - to liberate the map from his grasp.


Unrest for the Underworld

The guilds maintain their balance through careful manipulation and constant tiny conflicts, pushing the bounds and testing the limits of what they can take. If one grows too powerful, the others will align against it.

Unless there is outside influence. Create unrest within the city’s to shift the balance. Whether through false flag work, diplomatic promises of support, or assassination, it will be your job to disrupt the balance.


A City Divided

Rumor has it that there is a single man who manages to keep the Guilds in line. The Arbiter is a mysterious figure of wisdom and influence, known to act as a neutral go-between in times of Guild conflict. For years, people thought he was only an urban legend, but “rigorous questioning” of one of the Stone Lion’s leaders tells a different story.

He was able to identify the Arbiter as one of three people, but we cannot be sure which one. He identified a wealthy merchant, a notorious former-sellsword, and a lascivious innkeeper as the three individuals the Guild was told never to hassle. One of these must be the Arbiter. Discover which one and ensure he can no longer stop the growing discontent within Maethmel
