Méchanteau has had enough with the decrepit and woeful state of Cerak At'Thu, as the prime place for the sale of sentient goods and similar shady ventures it is his plan to overthrow the powers that be and remodel it into a proper city-state where trade and industry can truly flourish without having to rely (solely) on slavery. It is his plan to become the Regent of the whole damn thing, unite as many 'meaties' under his flag, and turn Cerak At'Thu into a state with constitution, flag, and above all else, flesh taxes - whatever those may be. Despite his mighty fleet and the undead bustling within, Méchanteau doubts he can force his way into the Black Fortress and face Alarak 'alone'. To this end he has sought patronage of a number of organizations, promising to those that came to his aid a cut of the profits and freedom to travel the seas unmolested by those loyal to him, and that he would refrain from plundering their shores for riches and bodies alike. Of course, the skeleton lich Dread Captain doesn't inspire much confidence.
