Teth is the city of pirates, or rather, the city of pirates who told Cerak to fuck off.
Though originally a small island in the middle of the Ra Gnab Sea, Teth has grown out from a population of dozens, to tens of thousands. It has done this not through the reclamation of land, but by the fact that over the years thousands upon thousands of ships have been moored and permanently built into each other.
Teth is not a city of royals or law, but rather one of Freedom and absolute abject anarchy.
There is no rule of law in Teth, no stated governor or even a city council. The entire rule of law in Teth is decided by who has the strongest crew, and who has the most money. There was no rulers in Teth save for the ones who carve a place for themselves.
Unlike Cerak, there is always room to rise up in the streets of Teth.
All one needs to become famous and powerful is to gather a crew, take a ship, and sail the seas for glory.
Overview
Demographic
The demographic of Teth is as wide and varying as the seas themselves.
Though it would be wrong to say that there is no racism in Teth, by and large there is not a single species singled out that would be entirely unwelcome. The people of Teth can vary as much as flowers in a field. Dozens upon dozens of species make their home within Teth, and more often then not any given number of races can find themselves within the city at one time.
What makes this place really what it is though is the fact that most people who live here are either criminals, or survive off of the benefits of criminals.
Pirates, smuggler, thugs, and whatever other criminal job you can imagine make their home here in Teth. Making an honest living in this city is near impossible, for even the fisherman scam their way through the daily markets that are held.
Despite this though there is an air of camaraderie within the city. Not everyone is friends of course, some are hated enemies, but by and large most people would side with one another than any figure of true authority.

Description
Government
There is no government to speak of in Teth, at least not any that one would consider a coherent system.
The closest thing one can find to a government in the Pirate City is the council of Crews. Though not official by any means, the council is quite literally what one would imagine. Made up of the Captain's of the most influential crews in all of Teth, the Council decides generally where resources are offered and what should be done.
In nearly two hundred years of the history of Teth, the Council has only ever made one decision, and it was not a very popular one. The Council is also sometimes referred to as the Brethren Court.
Aside from the Court, Teth's only real authority is the large amount of criminal gangs that tend to control swaths of territory. Though no one recognized them as officials, they do hold quite a bit of local sway.

The Architecture of Teth can only be described as an absolute shit show.
There is no planning commission, no government oversight, no code enforcement. Teth is quite literally a collection of buildings and structures that people thought would look good somewhere somehow.
Most of the city is entirely composed of thousands upon thousands of different ships, barges, and other pieces of floating would that have been tied, nailed, and chained together by whatever means necessary. Things are sometimes carefully maintained and sometimes not so much.
It is sometimes a wonder that Teth has not fallen into utter pieces and disrepair, though many of the residents claim that the City is sturdier than Vel Anir. The truth of this of course is somewhat suspect.
Teth itself is a winding maze of streets, ships, and dozens of other little alcoves that are almost always changing and shifting around. There is no real rhyme or reason, and many people simply try memorize where they have to go and what might change day to day.
Despite this, there is an odd sort of simplistic beauty to Teth, a city quite literally built by the hands of thousands of morons.

Points of Interest
The Inner Ring - Located in the direct center of the city, the Inner Ring is the only part of Teth that is actually on a scrap of land. Originally an island, it was here that the city of Teth first began to be built up and slowly started to grow.
It is here that the only true buildings on Teth can actually be found. The Rich Captains of former ships and Criminal Underlords make their home here, and though no one would call it 'pretty' the Inner Ring is far more lustrous than the rest of Teth itself.
Many manors and the like make their home here.
Shark's Square - Recently renamed as such, Shark's Square is the main market place in Teth. It is here that dozens of people come to ply their wares almost daily. Fisherman, fences, washerwomen, and whatever else one could imagine come here to sell, buy, and trade their gods.
The square itself is made up of a huge barge which had once been utilized as a sea mining platform. Since its addition to Teth, the barge has steadily grown and increased in size, allowing for more and more people to visit and trade there.

Whenever new ships are added, the docks move and get put out a little further. It is not uncommon for a ship long at sea to come back to Teth only to find the Docks a mile out from where they had once been.

Background
History
No one really remembers or knows for sure when Teth was started, nor does anyone really want to know. The legends of the cities founding are all a part of the mythos surrounding the place itself. Some say that it was a group of Errant Anirian Nobles, others say that it was a group of Sailors sick of their Captains.
Still others say it was three Pirate Captain's who were seeking a home.
No one truly knows who the first crews of Teth were, and those that do are long gone at the bottom of the sea.
The truth of the matter is that Teth probably began it's life as an outpost in the sea. The small island was likely a way-station of some sort for passing ships during a storm. Eventually, as tensions grew the world over and life became more complicated many people wanted to simply...get away.
Sailors, Pirates, and smugglers had no home of their own, and thus they decided to make one.
This was how Teth came to be. Not a city for the rich, not a place for the nobles, but a spot in the world for the vagrants and the bastards that nobody else wanted. It was these people that grew Teth into what it was, and overtime allowed it to become even greater.
Because of the way that it was born, Teth holds to an air of absolute freedom. The people there forge their own paths, and there is a general disdain for slavery and the idea of people not being able to forge their own way. This especially is what sets Teth apart from Cerak.
Though the people there can still be cruel, violent, and even evil, there is a general air of freedom and pursuing ones desires.
Teth is truly a city of the free.
