The No'rei nation are a collection of seven clans that reside across the width and breadth of the Aberresai Savannah, extending into parts of far eastern Amol Kalit and northernmost Norwood. The clans and individual tribes within the clans are all nomadic, traditionally following sources of water and herds of prey animals. Since encountering settlers, slavers, and traders in the last hundred years, the Nation has become mostly insular and distrusting, if not outright hostile, towards outsiders and trespassers from outside the sweeping grasslands.

The Nation, as it is known outside of the people, strive to maintain a level of harmony with their environment and the world in which they live, which in part fuels the animosity between them and the outside world. Endless internecine conflict between clans and tribes prevent any concerted effort to remove outsiders and end the encroachment of settlers and nation-states.

Hierarchy and Governance


There is no true government overseeing the activities of No'rei nation. Power is decentralized to an extreme degree, often resting in the hands of the chieftains - referred to Ay'anomni (or Eagles in the common tongue) - of individual tribes, with some authority exerted by given clan chiefs, referred to as Tayfarri ('Dragons' in common).

The Ay'anomni is chosen based on the needs of an individual tribe, and is selected by the Weiri (shamans) of a tribe. During the current era of unending strife, the Ay'anomni tend to be warriors of a mixture of renown and wisdom, chosen to lead the people to victory against the foreigners invading their lands and killing their people as well as the more traditional threat of raids from other clans. In more peaceful times, the leader of a tribe may tend more to the spiritual than the war-like. Anyone over the age of adulthood that has gone through their Rites is eligible to lead the Tribe, but may only do so with the blessing of the Weiri.

Below the level of tribal leaders, the hierarchy is diffuse. Individuals may take up command of raiding parties, but in day to day life no No'rei is above another beyond the Ay'anomni, the Tayfarri, or the Weiri, of which a great deal of respect is give to each. Society is often divided by age, with great respect and authority residing in the elders of a tribe while the younger members of the tribe are expected to carry the weight of their elders.

There has never been a leader of the entire Nation, and it is unlikely that one will ever exist due to the strife between individual clans that has continued even through the current threat.
