Elouise Libelle
"She's a first level? How? Yes I can see her little pets being very useful for spying, but how lethal can one be with a moth?"
"Have you ever seen the sky darken with locusts? Have you ever been blinded by swarms of tiny wings? Have you been suffocated by butterflies stuffing themselves down your throat, or been deafened by a thousand skittering legs in your ears? Have you felt them beneath your eyelids?"
"...Good god, how... how many can she call? How large is the swarm?"
"Endless, as far as we can tell. We don't know where they come from, I don't think she knows herself. We haven't been able to burn through them faster than she can call upon them, nor have we been able to block her connection to them."
"I see. And... you're certain she is the right choice?"
"Absolutely, you'll be quite safe. There will be no more secrets in your house. Not with ten thousand eyes and ears observing."
Appearance
Unimposing. Petite, fine-featured. Elouise prefers draping cloaks and capes and often wears deep hoods. Her eyes are milky and it is unclear to onlookers if she can see or not, though she behaves as such. Shiny, wavy, platinum blonde hair frames a young face that has managed to keep its warmth despite the atrocities it has witnessed, and produced.
She always has at least one moth, butterfly, or other small arthropod on her person. Most commonly she keeps luna moths on her shoulders or wears them on her chest like a broach.

Skills and Abilities
Elouise is blind and deaf, a fatal combination for almost anyone else of her birth. She sees, hears, and oftentimes feels, tastes, and smells through the various insects that she summons and commands. While technically capable of summoning a large variety of arthropods, she focuses almost entirely on moths and butterflies. She has found these to be easiest to call forth and control, and enjoys their company. It helps that few people are alarmed by their presence. She has, in the past, utilized spiders, ants, and on one occasion employed a scorpion.
The number of creatures she can summon is apparently only limited by her stamina. No one, not even Elouise herself, know from where she summons them. Some have postulated that they are stolen from other places on Arethil, while others have gone so far as to suggest extra-dimensional windows. Whatever the case, so long as Elouise possesses magical reserves, she can continue to call forth the swarm.
While summoned, they are completely under Elouise's control, and she can direct them as easily as if her own mind were spread across them. While they are most obviously useful for spying and scouting, they have been utilized on the battlefield in manners that combatants have described as "upsetting."
Swarms can be directed to form physical barriers, to blind, deafen, or smother opponents, or to devour and destroy food and equipment. They can be used to deliver anything their combined strength can carry, and have planted everything from poisons to firebombs in enemy encampments.
Physically speaking, Elouise is frail and vulnerable. Without her arthropods she is helpless as she cannot see nor hear on her own. She is incapable of wielding anything but light weapons and does so with practiced but non-expert skill.

Personality
Unusual amongst Dreadlords, especially those of the First Order, Elouise is a kind and overall pleasant individual. She speaks softly, prefers diplomacy to violence, and would be quite happy spending an evening sipping tea by firelight. She has little chance for social interaction and enjoys company when she finds it.
Of course, when called upon, she can be as ruthless and calculating as any Dreadlord would be expected to be. She will kill without a second thought if the need arises and has used her skills to topple royalty and civil governments alike.
Elouise has an exceptionally good memory, necessary for storing and organizing all of the information she acquires through her gifts. She does not forget faces, stories, or facts easily.
