The Shallows stand upon reclaimed swamplands close to the Eastern Alliria docks. To walk through the area normally involves walking over paths of wooden planks on stilts. Some areas have been well drained. Others you can literally push a barge down. At night the mists roll in quickly and it can take hours before they clear after dawn.

Unlike most of the city the houses here are a mixture of wood and stone. A lot of the ground is unsettled and can swallow fully stone structures. The white stone against darkened wood creates quite a contrast when the light eventually touches the Shallows.

The Shallows thrives under its own industry. This is mostly in supplying goods and services that dock workers, barge men and sailors want and that the clergy states you should not have.

Petty crime is exceptionally low, even as criminal organisations thrive. The people here have their own sense of honour and a body can sink into the swamps at the outskirts of the shallow and never resurface. However, when times are bad the turf war between factions can turn quite bloody at night.

The people of the Shallows do not trust people from the western side of Alliria. Called "tower folk" anyone with a West Allirian accent will normally be heckled, or even spat at until they leave. By contrast outsiders and sailors are always greeted warmly.

There are few walls between the Shallows and the extended marshes. There are many stories of monsters creeping into the towns at night. Strange noises often drift in on the wind on a summer's night.

Even the house nobility will send staff down to the markets of the Shallows to find goods that are tricky to find in the city centre. If it can't be found there is almost always someone in the Shallows who can bring it into the city, for a price.

Recently the area has seen an influx of brightly coloured fabric dyes. This has led to a garish display of almost neon coloured banners being flown from shops and stalls.
