Emelia Rodham Bram is the de-facto Mayor of Volta. She rules the town with a somewhat stern attitude, given that it is an intrinsically dangerous place. She is quick to punish those who don’t follow the rules, and has no problem with using Volta’s unique lightning capabilities to her own ends. She is selfish, prudish, and sees Alchemy as the king of magics. She speaks ten different languages, gives a daily address to the city which is published in the local paper, and maintains an open-door office policy. Well, so long as you make an appointment.

While she isn't the easiest person to get along with, one cannot argue with the financial and cultural success of her endeavors. Crime is low, poverty is low, and new innovations are churned out every month.
