LFG A Boy that got away [DREADLORDS]

Hey! so I have this character here, he's in Vel Anir and he's a magic user being hidden from the Dreadlord Initiative. I don't know what the policies are when a magical talent is being withheld from the state, but I imagine they are strict.
Whether or not this boy gets turned into a Dreadlord or not depends on whether he gets caught or not. Who's gonna help him get out of town? who's gonna make sure he's brought in to the Dreadlords?
